Technical Responsibilities:
As a Project Officer (Engineer), your technical duties include:

• Develop a comprehensive understanding of project documents such as construction drawings and specifications for planning and implementation of shelter and CPI activities.
• Key technical feasibility assessments including site identification, materials evaluation, and labor planning to ensure sustainability, cost-effectiveness, and adherence to agreed project timelines.
• Ensuring compliance with humanitarian and engineering standards in all construction projects.
• Checking quality and quantity assurance by making regular visits to construction sites.
• Assisting local teams in preparing technical information and cost estimates for new project proposals.
• Major capacity building initiatives for communities and subordinates on technical aspects related to job requirements.
• Identifying and hiring construction teams and labor in collaboration with the supply chain department.
• Managing skilled and unskilled workers, documenting performance feedback, and resolving complaints.
• Identify, analyze and resolve technical issues in projects and ensure compliance with design drawings and quality control procedures.
• Recommending the purchase of special equipment required for project implementation.
• Participating in the supplier selection process by reviewing samples against project specifications.
• Processing daily project documentation and construction observations.

Operational Responsibilities:
Your operational duties include:

• Designing integrated work plans in collaboration with teams from other departments.
• Coordination with internal and external stakeholders related to Shelter and CPI activities.
• Implementing contingency plans to deal with external factors affecting project activities.
• Ensuring that certificates of completion are obtained and properly documented for all activities.
• Maintain records, including cost estimates, drawings, and progress reports.
• Providing support to MEAL/MIS/Communication staff for information gathering.
• Ensuring up-to-date information in MIS on regular basis.
• Close coordination with line manager for effective project implementation.

Organizational Responsibilities:
At the organizational level, you will:

• Ensure compliance with Islamic Relief policies and procedures.
• Demonstrate the values of Islamic relief while working with communities.
• Follow a policy of zero tolerance against bribery and corruption.
• Become familiar with Islamic Relief’s strategic priorities.
• Help document organizational achievements to showcase IR work.
• Facilitate communities to adopt environmentally friendly and cost-effective practices.
• Focus on mainstreaming marginalized groups in project activities.
• Strengthen mechanisms for influencing decision makers through collective engagement.
• Participate and facilitate the implementation of IR weather programs.

Person Details:
To be eligible for this role, you must have:

• Minimum qualification of B-Tech Civil/B.E Civil/M.E Civil.
• At least 3 years of experience with a Master’s degree or 5 years of experience with a Bachelor’s degree in a similar role in an NGO setup.
• Proficiency in MS Office, Outlook, ERP systems, and AutoCAD.
• Strong emotional intelligence, flexibility and communication skills.
• Ability to work in extreme conditions in plains.
• Good communication skills in Urdu, Sindhi and English.
• Positive attitude and philosophy of continuous improvement.

Value Added Skills:
Additionally, skills such as structure designing, surveying, material testing, quality assurance, humanitarian standards, health promotion, monitoring and involvement are beneficial.
